Not only are trash receptacles needed in business corridors, they must be emptied regularly! Drive down the 3200 block of St. Paul and see mountains of trash surrounding the trash cans on a daily basis.

I agree with working with neighborhood associations. This should be done an a semi annual basis so that the city can be cleaner. Also hire workers to clean special ares which need assistance. Lastly institute a code violation for Dollar stores which are litter producers.

ESCALATE SANITATION VIOLATIONS TO THE BALTIMORE CITY HOUSING LEGAL DEPARTMENT. THIS CONTINUES TO BE A BREAKDOWN IN THIS AREA....ABSENTEE LANDLORDS ARE NOT BEING HELD ACCOUNTABLE...IN HOME RESIDENTAL HOME OWNERS ARE NOT BE HELD ACCOUNTABLE WITH THE LOW FINES BEING ISSUED. FOLKS ARE READY TO PAY A SMALL FINE THAN GET PROPERTY CLEANED UP....THESE RESIDENTS DO THE MATH AS IT IS CHEAPER TO PAY THE FINE THAN DO THE WORK TO IMPROVE THE NEIGHBORHOOD....

RATHER THAN PAY RESIDENTS TEACH THE IMPORTANCE OF KEEPING NEIGHBORHOODS CLEAN TO DECREASE THE RODENT POPULATION...THIS TEACHING COULD BE DONE VIA COMMUNITY ASSOCIATON MEETINS, THE DPW YEARLY CALENDER AND THE DO'S AND DON'T PAMPHLETS THAT COULD BE MAILED TO EEACH RESIDENTAL PROPERTY. KEEP HAMMING HOME THE IDEA THAT CLEAN NEIGBORHOODS ARE HEALTHY NEIGHBORHOODS.

USE THE 311 CALL CENTER STATISTICS THAT SHOW TROUBLE CLEAN UP SPOTS AND MOST IMPORTANTLY HAVE THE CITY WORKERS WHO ARE ASSIGNED TO CLEAN ALLEYWAYS DO JUST THAT AND GET OUT OF THE TRUCK AND DO THE WORK....NOT JUST DRIVE DOWN THE ALLEYWAY AND MAKE A DECISION THAT THE ALLEYWAY DOES NOT WARRANT CLEANING UP...I. E 1700 - 2000 BLOCKS OF WOODBOURNE AVE. 21239 AND 1700 - 2000 BLOCKS OF SWANSEA ROAD ODD SIDE....MULTIPLE CALLS TO 311 OVER MULTIPLE YEARS HAVE WARRANTED NO CLEAN UP.,,,DRIVERS AND WORKERS DO NOT EXIT VEHICLES TO CLEAN UP THE ALLEYWAY.

To my understanding a lot of the overwhelming street trash in residential areas comes not from litter, but city garbage workers refusing to pick up ripped bags or improperly packaged trash when left outside. When not picked up this trash gets swept away into the street. It breaks my heart to see our beautiful parks and residential blocks suffused with garbage. I know I am not alone in this, and that residents want cleaner streets. It seems like a structural issue/disconnect between residents and city workers and I do think more thorough and frequent trash pick ups would help. There is no reason why the trash outside my building right now should be full with more than 6 additional bags of trash accumulating next to it. I hope expanding trash pick ups is prioritized and that this plan is made in consultation with garbage workers who may have additional insights as to why this is such a prevalent issue in the city.
