This project would work hand in hand with the affordable housing property topic. My idea would be that some of the vacant homes be used for affordable housing.

Zoning laws should be amended to enable community-backed development of vacant houses from residential to mixed-use: predominantly residential. This would be consistent with the goal of Equitable Development to provide access to services within a 15 minute walk, bike ride, or public transportation ride from their home, while also ensuring that community members have a real say in the development of their neighborhoods.

What is the purpose of "tracking"? Is it to create comparative data to assess the success of community-based investment, or is it for some other purpose, such as code enforcement or differentiated tax assessment on vacant properties? Also, efforts to encourage community-based investment or police out-of-town investment shouldn't be limited to vacant houses. Although the chapter on Equitable Development cites predatory investment in vacant houses as a particular example of inequitable treatment of neighborhoods, this is not the only harm done by out-of-town investors and absentee landlords. It might make sense to put this item under the Equitable Development chapter, as long as it is clarified as to its purpose.

The city should assess higher property taxes on vacant homes to a level that spurs development or sale by speculators. Likewise, we should tax vacant land at much higher rates to do the same. Essentially, those of us who live here pay higher property taxes while speculators and investors sit on properties that in the near term, which raises our costs for infrastructure and services, and depresses the near term value of our investment in housing.
