Is it to create comparative data to assess the success of community-based investment, or is it for some other purpose, such as code enforcement or differentiated tax assessment on vacant properties? Also, efforts to encourage community-based investment or police out-of-town investment shouldn't be limited to vacant houses. Although the chapter on Equitable Development cites predatory investment in vacant houses as a particular example of inequitable treatment of neighborhoods, this is not the only harm done by out-of-town investors and absentee landlords. It might make sense to put this item under the Equitable Development chapter, as long as it is clarified as to its purpose. 0 replies

Likewise, we should tax vacant land at much higher rates to do the same. Essentially, those of us who live here pay higher property taxes while speculators and investors sit on properties that in the near term, which raises our costs for infrastructure and services, and depresses the near term value of our investment in housing. 0 replies
